The stripe is the wrong color then. Every git knows its da red wuns dat go fasta.
Maybe they are for atmospheric flight and they fan out to give it more lift for turning?
It does look pretty agile. They're probably both directional thrusters for fine maneuvering in space and control surfaces for atmospheric flight.

Well let me tell you fellas somethin, I've built a kerbal spaceplane or two in my day, and that's not how you do atmospheric flight! Putting all the winglets at the very back, well behind the center of mass, is just a recipe for nosing into the dirt as hard as possible.

I'm assuming the ship has some sort of lift generator that lets it fly already... but at high speed, unless you are using jets to turn it, you'd need the winglets in an atmosphere.
Or they could just be decorative because everyone needs to be able to tell between make and manufacturer at a glance when identifying if a target is one of yours or not.
