He should have been drawn and quartered. And his firing was why Mueller was brought on so in pretty much every way it is a good thing.

To be fair, the guy was definitely using someone else's culture...
It's almost like cultural appropriation is only a problem when you're also keeping said culture repressed and unable to benefit from the attention said cultural elements get (see: rock-and-roll vs hip-hop).
That's like saying straight people aren't allowed to march in Pride parades because they're not gay.

The cartoonist who made this was fired. This is one of the 19 strips that were rejected by his paper this year, leading up to his being fired for being anti-Trump. He'd been a cartoonist for 34-years, with 25 of those years at the paper he was fired from.
