Yeah, slot cars never worked that well...
I have a feeling the robot arms themselves are providing the tracks power (very low power, to keep the car slow), and the pickups on that car are WAY out in front, so as to go off the edge before the wheels do, thus stopping the car until the next track is placed in line.

Or, you know, it's all smoke/mirrors/cgi/photoshop/aftereffects/whatever.
 
I had assumed at first that the motion of the car was caused by tipping the tracks to allow the car to roll downhill.
The precision of the movement makes me think @stienman is probably correct, and the power supplied to the tracks is merely being applied in a timed pulse to permit the car to travel a certain preset distance each time.
