As it is, it looks like he came close to colliding with her boat by accident.

I don't think she's actually standing on a boat, I think she's on stairs going down to a quay that the boat just launched from.

Yeah, my guess is it's a floating quay. It feels unstable to walk on, but you notice the rail goes up and down more or less the same as the bridge in the distance.
