About the only other way you could make this "sting" for the owner (within the law) is having the injury assessed and treated by a medical professional, amending the police complaint with the medical report, and having a lawyer send the bill to the dog owner with the implied threat that you will take them to court if they don't pay immediately. Have them cover the lawyer's costs as well. Find the right lawyer and they will do a lot more.

Make the police report now, and then amend it later with the medical report. They may have a talk with the owner twice from one report if the amendment changes their assessment of the situation. The lawyer would be a third point of contact, and the lawyer may have better knowledge of the laws that apply, and may be able to encourage the police to act more fully on the report, or may have knowledge of other ways you can legally encourage the owner to more fully comply with the law.

If you're really invested you could go to the park yourself and report to the authorities every time there's a loose dog (assuming leash laws are strict). If you are ever threatened by a loose animal you may be legally able to confine it (ie, leash it) and - particularly if it has no identification - disallow the owner to have it back, turning it instead into the local animal shelter until the owner can verify ownership. This is risky, though, as without proof that the dog was a threat they may simply treat you as the criminal, stealing other people's dogs. Probably best to call the authorities and provide a good description of the dog loose each time so a pattern is detected, and cause the authorities to continue to pester the owner, and possibly eventually fine them, if they are unable to control their animal. Find the nearest animal shelter that accepts strays, and have a plan so you can immediately take them there without looking up an address or delaying the handoff to a shelter. Shelters will often charge fees to owners for their return.

Those are all petty, time consuming things to do, but it might force all pet owners nearby (not just that one bad owner) to take leash laws more seriously.

As far as the future, consider keeping a baseball bat or dog pepper spray with the stroller.

I can understand what you're feeling - we had a loose dog come onto our property and attack our chickens, and I'm glad my children (particularly toddlers) weren't outside. Given that it's a rural area, and the dog was on my property, attacking my animals, I have a lot more leeway with what I can legally do*, though. Your hands are significantly tied given that it was public property in an urban area.

*The dog survived its encounter with me, and I received assurances that the dog didn't live in this area, was only visiting, and I would never see it again.
 
@Jay I'm so sorry this happened. How is your wife doing today? I am appalled that the owners of this dog thought it was ok to blame your wife for this. Anyone would have been scared in this situation. Anyone. German Sheppards are huge and to have one fly at you like that and attack you and threaten your child is unacceptable. I love my pets and part of loving them is keeping them safely in my home. Not many people feel that way it would seem.

Steinman has given you great advice about having her injuries seem to and documented by a medical professional. The other thing is to call animal control and complain that the owner let this happen and tell them the steps that you've already taken and plan to take. Tell them the part where your wife shielded your child with her body. That's important because I don't want to think about what could have happened.

In some cities in Canada the animal control contracts are held by the local Humane Society which was the case in the once I used to volunteer at. If not, you could also call them and report what happened. Ideally, this dog will be seized from these fools and properly trained by professionals and re-homed to a family living in a more rural setting somewhere that understands that there is a time and place for letting for dog run and that place isn't at public park designed for toddlers.

Hey! Hi! Aloha! Howzit?

We're still hanging on in the Land of Aloha. I've been doing case management and some juvenile justice counseling (part of a diversion program) this summer. It's a lot of work and sometimes super frustrating, particularly the case management side. I really like juvenile justice counseling. I'm pretty sure I'll go for my LCSW licensure after graduation next spring.

Aussie is doing well although being the mostly stay-at-home spouse has been a challenge. The kids are happy and healthy, as you can see in the picture I posted. My daughter is about to turn 8 tomorrow/today. My son will be 12 in about 2 weeks. He got into all honors classes in his middle school. Both are doing karate and loving it.

So I'm part of Gas's RimWorld game which means I'll be around more frequently to see what's happening with my "pawn". :)

Update.

Wife is doing well thanks for asking. Wound is healing well, I think in a few days we won't see it. Physiologically will be another matter. She was already afraid of animals and now... heh.

Anyways, I was proud of her. Went to the local police station this morning and spoke to some constables. Following my advise, she showed her pictures of her wound, where the attack happened, the owner's house, she even measured the distance traveled to attack her. Told her to be assertive but factual. Remain calm, answer questions politely and COMPLY. They were very sympathetic and after a Spanish inquisition told her they'll visit the house. She filed the report and charges and made the complain as much as possible. This wasn't for her, there's a LOT of kids around there and German Shepards shouldn't be running around like that jumping on people.

The constable called her in the early afternoon to report that they visited the home, identified the owner and fined him twice. One for no leash on the dog and the other for the dog's actions. They also provided the guy a few wisdom words about how to deal with other residents to which I can translate from french "When your property randomly jumps on other people, it's common courtesy to inquire about their welfare. We're not savages here."

Justice porn.

Now I'll pass by that house looking for that dog without the leash... hope to get a picture one day. :)

A friend of mine just posted photos of the Regierungsbunker in Germany today. It's a nuclear bunker built in the cold war era. I suspect Bethesda may have been heavily inspired by this bunker when designing the vaults.

I just searched for images of Regierungsbunker, and yeah, that is TOTALLY a Fallout 4 vault.

Uh oh, this is bad behavior. Souvenirs almost always lead to convictions.

You should instead encourage her to paint a little balloon on her bow for each kill. Avoid notches, they introduce stress and weak points in the bow.

I felt a little guilty last night. I ran in to a friend and his wife last night grocery shopping. They were scraping the bottom of the barrel, buying just a small amount of food stuff to make the end of the month...

While I had a couple of gallons of coke, charcoal, steaks and frozen pizza on top of my cart.

I just kinda makes you wonder what the hell they spend their money on. His take home is nearly the same as mine, and her salary is really nothing to sneeze at. They have a house payment that is about the same as mine, and they are both driving paid off cars... They should be pretty much rolling in cash now.

Well, I have some news. It's finally happened. After more than 66 weeks, I couldn't find enough SWFs of suitable material for my friday notifications. Last week was the last one. So, here's an MP4 to commemorate the last time I'll be letting you guys know that it's fridaaaaaaaaaaaaay.

I thought about just continuing on with MP4s, or starting back at the first one again and working back through from start to finish, but with flash being more and more excluded from browsers with every patch, it's probably just a good time to put the whole thing to bed.
