Flipnote Studio equivalent for Mac

If you've ever used a Nintendo DS, you know one of the coolest things about it is Flipnote Studio. Is there a (preferably free) simple animation program like this for the Mac? Any cel animation programs at all (aside from Flash, which is a bit out of my price range).

I own two DS's and a 3DS... I've never even heard of flipnote studio

IGN gave the Flipnote Studio an "outstanding" rating of 9.0/10, while also giving it an editors' choice award.[11]
Official Nintendo Magazine awarded it 95%.

How about Pencil?

Probably a bit more complicated than Flipnote, but it still looks fairly easy to use.

Pencil is terrible. The worst animation program ever. I only keep it in my desktop because the icon looks nice. since I can't put a user picture, I give you this:
