Why is Tarvek hooked up to a milking machine?

I think it's a reverse milking machine. But instead of milk it uses molten brass.
Which is kinda the same thing... with the exception of the molten part. And the brass part.

As much as I'm a fan of his art, I do hate large, "empty" panels like this. And by empty I simply mean a lack of word balloons. The plot doesn't really advance and we're left feeling like we didn't get our Girl Genius fix for another few days.
