Really, it was just the first example of Dr. Doom successfully stealing cosmic powers that popped into my head. There are quite a few examples of that.

I agree, Doom would pwn the DC Universe. His ambition makes Lex Luthor look like a petty thug.

I kinda think Batman and Dr. Doom would just kinda drive each other insane. Batman would foil virtually all of his schemes, but Dr. Doom would still benefit in some way from the failures, making up for the loss. Then the Joker gets involved and the whole thing goes out the window.
