In of itself, it's not that strange of a thing. Typically to fill a position that requires an elite level of specialization you have to pick from a select few groups. And a waiver is issued so the person can then work and not ignore their previous employer. But to withhold for so long what the waivers specified and that they even existed is well, ridiculous.
